China is one of the few countries with a working land route into North Korea, and Chinese passport holders can cross via Dandong, over the Sino-Korean Friendship Bridge into Sinuiju, in addition to flying in through Pyongyang. Chartered flights and trains from Beijing and Shenyang also run to Pyongyang, and Chinese-organized group tours have long been the backbone of North Korea's tourism industry.
Even with that closer access, the underlying process is the same as anywhere else: a licensed tour operator arranges the group visa and itinerary, and independent travel around the country is not an option once you are in.
