Entry to North Korea only happens through a registered tour company, never as an independent traveler. The paperwork runs through the tour operator's contact with North Korean authorities rather than any consulate you would visit yourself.

Tours generally start in Beijing, from where the group travels on together into North Korea. None of this changes based on the purpose of the trip; leisure, business or otherwise, the same tour-based process applies.
