The e-visa route runs through evisa.iq, and that is the only step most travelers need. The federal e-visa and the Kurdistan Region's e-visa are two separate systems. If you are headed to Erbil (EBL) rather than Baghdad (BGW) or Basra (BSR), you will need the regional one.
You will get an approval notice by email that you should have ready, printed or on your phone, when you land. Give the approval process some lead time before you travel.
