The e-visa is issued through evisa.iq, and there is no in-person step beforehand. The federal e-visa does not automatically cover the Kurdistan Region. Arriving via Erbil (EBL) instead of Baghdad (BGW) or Basra (BSR) means a separate application through the Kurdistan Regional Government.
Have the emailed approval on hand when you arrive; officers check it at passport control. This is a before-you-fly step, not something arranged at the airport.
