You apply for Iraq's e-visa online, not through a consulate. The federal e-visa does not automatically cover the Kurdistan Region. Arriving via Erbil (EBL) instead of Baghdad (BGW) or Basra (BSR) means a separate application through the Kurdistan Regional Government.
Once approved, you will get a document by email that immigration officers will ask to see when you land. Plan to apply before you fly rather than on the day of travel.
