Tbilisi International Airport is a single terminal building handling every scheduled flight, domestic and international alike, so there is no separate building to find on arrival. From the jet bridge or stairs, signage leads straight to one arrivals hall shared by every incoming flight.

Georgia's own citizens aside, a large share of nationalities enter without any visa at all for a short stay, and several others can get a visa issued right at the immigration desk rather than arranging anything beforehand. Whichever applies to your own passport, the process happens at the same passport control counters: present your passport, and if a visa is needed and available on the spot, it is issued there before you move on to baggage claim.

Connecting through Tbilisi on a single ticket, with both flights booked together, generally means staying in the transit area without a separate passport check, since Georgia does not require a transit visa for most nationalities making a same-day connection this way.
