Iranian passport holders apply through the official immigration portal for up to ninety days, paying the fee online and printing the approval that arrives by email.
Flights connect through Dubai, Doha, or Istanbul, with nothing direct from Tehran, and the airline at the first departure point checks the approval. Money is the other planning constraint here, because cards issued in Iran do not work anywhere in Vietnam and the trip has to run on cash exchanged locally.
